Because in Genshin, you get to pick either Aether or Lumine as your starter character, while the other becomes the villain. Since Xlaw flipped Lumine and was the Cult Leader, it's very likely that based on flavor Drago is Town since if Lumine is the antagonist, Aether must be the protagonist and thus Town.

Drago then claimed to be semi-Masons with Zem/Mel.
