Rob Lucci is a legend in the One Piece world.
The average person in the One Piece world is so weak that you could argue literally every major opponent in the grand line was a legend.
Just being a legend means literally nothing.

Imagine if Shiryu got a very powerful "cursed" blade, that has a lot of intent to kill people, kinda like Enma.
But because he always let his sword do what it wanted, that is to kill people, instead of bending it to his will, the blade bended Shiryu to it's will, that's why Shiryu snaped and starting killing everybody in Impel Down.
Now he is a possessed by a "Curse" blade killing machine.
