Queen having their powers would make sense since he is sort of completely a cyborg so if the powers are tech based within the raid suits, Queen could replicate that

Even before Wano most considered Sanji a fast character but he fought Queen who is not particularly fast.

A fast enemy doesn't offer much, one with good coo and strong AP seems better.
