I think Killer can qualify as a high tier atleast, the sound based hax is a good tool against brutes like Jack.

Killers strongest attack so far was below what Law showed in PH and Dressrosa and Zoro pre Enma showed in Dressrosa, and people claimed those two were at best Y4C in those arcs.

Lucci was going to. Until ussop pissed him off and he got distracted. Actually he may have said he was gonna kill all the other shs first on purpose to torture luffy
