I think I'm going to give you the long answer for that.
Don't know whose going to be animating 925, though I think Shida may be a good guess, considering he was working on the show soon, but I wouldn't be surprised if we got someone like Katsumi Ishizuka on again(they were the animator that did Luffy's first big punch against Kaido in 914). He hasn't shown up in a while, and maybe other action animators.
For 923, it appears it'll may just one animator handling the majority of the episode. The animator is namely Tu Yong Ce, a Chinese animator, and a relatively fresh name to the show. Here's a bit of history. He was an animator that first found his footing in the industry during Dragon Ball Super, where he was basically a workhorse action animator and corrector, meaning he was given loads of action cuts to animate in the episodes he was in, and was also charged with correcting other peoples work. He also did some key animation on Pokemon Sun and Moon. Although he wasn't particularly great on Dragonball super, he still stood out among his peers, and had a cool scene on the penultimate episode of the series.

From there he moved to One Piece, and started doing stuff in WCI. His first major bit of action was a small scene in 841.

He did a decent amount of work on filler action 847, some nice cuts in 851, as well, but I would say his first big break on a truly important episode was 857, the episode Luffy uses gear 4th against Katakuri, which sort of set the par for him handling loads of action in an important episode. Despite handling loads of scenes in the episode, his action was decent quality, and had a fair bit going for it, like effects and background animation.

From then on out, he handled several important action episodes mainly in regards to the Katakuri fight during WCI which culminated in him doing a lot of work on the snakeman fight.

In Wano, his done a crap ton of stuff, but thus far his most notable contributions occurred during 915, the second half of the Kaido fight, where he animated the overwhelming majority of the action in the episode(he handled like 6 minutes of the fight).

So in summary, the animator who seems to be handling the majority of next episode is easily one of the best and fastest animators on the show. In terms of what to expect from them next episode, I wouldn't recommend expecting the next Luffy vs Kaido. Just expect an episode that has some nice action animation and movement.
