what kingly ambitions does sanji have? does he wish to stand at the top or be the best at something.
and what do we know of whitebeard past to say that he didn't have kingly ambitions, to be the best or to stand at the top? The same goes for katakuri, the other candidates do have some kind of ambitions that sets them apart from average people.
All these people you mentioned also are rarely seen been made fun of or used for lame-ass gag and a doormat for women. They unlike sanji wouldn't sell their dreams for earthly desire such as having womens for e.g. They don't have a moment where they ever doubted themselves or their abilities.
The only guy that believe mytical dream is Sanji . You cant compare sanjis dream with anyone . Zoro know how to be WSS . Luffy know how to be PK . All of them have realistic dream . What about sanji case . There is nothing about all blue . Nobody see . Nobody knows how to explore . This make sanji special case . You cannot mention about selling or something .

so no kingly ambitions or anything remotely close, doesn't want to be the best or to stand atop of others. he just have a dream of finding all blue like nami wants to draw the world map or frankly to see his ship sails across the sea or etc all the sh crew except luffy and zoro has a dream that doesn't require them to be top dog or stand above. you see the patterns here.
It totally depends on how all blue will be created by Oda .
