The Yonko aren't a singular force, it's not them versus the Marines + Shichibukai, rather it's more accurate to say the Marines + Shichibukai keep a single Yonko crew in balance, because that's all they're fighting, they're not fighting all four Yonko crews at once.
This is why the Marines were shitting themselves when Kaido and Big Mom made an alliance, because they'd stand no chance against two Yonko crews working together let alone four of them.

I know what Yonko means, but Yonko aren't a cohesive group, they fight each other more than anything else
