That's just how one piece works... it's random shit Oda just makes up
Like if you read Oda's sbs sections and interviews, you'll see how much randomness he adds... like he created the entire Supernova's one week before the deadline for that chapter... Like he had written out the entire story of Sabaody and started the arc in the manga then his editors told him the entire arc was too boring to continue
Like they told Oda when he had already started the arc that his story was too boring then he just decided to create all the Supernovas that very week and put them in the next chapter.
Its just random shit alot of the time and you just have to let Oda do his thing some times
