Toon Force is a form of realitywarp,yes,but Luffy dont has toonforce
Toonforce is a term for a type of power usually used by comedic - style characters. Since these characters are usually not meant to be taken seriously, their abilities are often inconsistent to the point of being able to do practically whatever they want, as long as it's funny/weird. Examples are walking on air and not falling until you look down, or painting a tunnel on a rock and then going through it even though it's not really there, some are even so ridiculous like sending someone to the real world or stopping the entire show by wrecking the film. Also known as Animated Realm, Animation Principles, Acme Law, Caricature Logic, Cartoon Physics, and Toon Physics.

Question. Did a mythical god creature called “Nika” exist in the One piece world at one point? Or is this like a legit made up thing even in the one piece world?
Like as far as we know, none of the other mythical Zoans ever existed in the actual One piece world but they at least existed in our real world’s stories. There is no “Nika” in any mythology of our real world. It seems entirely made up for the One Piece universe

The question is why did Goofy get a weak devil fruit. Oda clearly agrees with the premise hence him saying good question. So we are led to believe that Goofy's devil fruit is weak.
In another translation this is even more apparent by Oda saying hahha true when you consider all the other strong and cool abilities.
