I can't consider him as a rival while Luffy is 4 times stronger than him individually.

I can't say that Kid is his rival when Zoro is much stronger than Killer. I can't consider him a rival to Luffy as Luffy's crew rides on all of Kid's crew.

I can't consider Kid a rival when Luffy practically every road poneglyph and key in One Piece and Kid has zero.

Otherwise yes Goku after this period Goku has always been very clearly stronger than Vegeta. I did not follow Bleach.
