Well, he basically comments that Shiki is the mastermind behind Wano, weapons productions and so, because of Higurashi telling Kaido that people are like animals, talking about weapons and finally she making Kaido a trade that we didn't see (so this could be all the stuff with Orochi, taking over Wano, weapon productions. . .).
Higurashi can mimic Shiki's face too, so she most likely was Shiki's broker/ally.
Oh, and he says that Shilliew could be from Uzuki family from Wano, 1/2 that Oda skipped purposely while Shiki could be from Fugetsu family by the other hand. Both clans/family may hate Kozuki even more than Kurozumi.
Oda added Shiki to Rocks pirates while he could just add another one or even a random one.
Shiki is still alive and has a plan, he said he's waiting. . . so the moment will be now that Kaido has done his work.
Resume: Shiki is trying to rebuild up Rocks, and has been using Kaido because of his power to take advantage.

Oh. . . and we have to not forget about the havoc over the underworld when the world knows about Kaido, Orochi and even Big Mom's defeat.
Wano is a massive, if not the most important weapon factory AND KAIROSEKI, so Shiki and all the associates will be very pissed about this. Luffy and his allies have been caused too many damage to the underworld in the series, but this blow will be the one that will put every individual into alert.

Dude, it's UNBELIEVABLE the level of copium of the One Piece Fanbase.
We just have ONE CHAPTER of Kaido being defeated and you guys CAN'T WAIT FOR THE NEXT CHAPTERS WHERE WE WILL CERTAIN GET A LONG FLASHBACK!
Wtf is happening, you guys can't just wait, read the chapter and say: oh, right, we have a start of the backstory, what's coming? Uh?
