Kaido said that Luffy was not worth his time and in a short amount of time he got stronger, at no point did kaido see anyone in Luffy and only compared his potential with people that can fight him, he also shot down the idea that Luffy could fight him but that's anime only.

Oda: Probably my audience will not be satisfied if the reason for defeating Kaidou is just because Luffy's punch is so strong.

The reaction is pretty normal, Oda knew years ago that punch aint enough for readers
