No one questions Law's ability to hurt people, it's the ability to actually land hits that he's lacking. You probably skipped Dressrossa where Law got destroyed by Doffy despite having the ability to cut him to bits.

Having haki still doesn't mean you're automatically stronger than someone without haki
And having more advanced haki doesn't mean you're automatically stronger than someone without haki as advanced
Growing ones haki obviously makes you stronger than you were beforehand
It has nothing to do with CoC, Law can murder CoC users any day of the week if he gets to land hits. When Law is your opponent, it's a matter of difference in skill b/w Law and you.
Not even a Law stan but when your fruit's literally been described as the key to unlock the big baddie's treasure then I believe that you don't really need CoC to compete with CoC users
