Even if Zoro becomes that Ryuma incarnation he wont stay in Wano to protect it from the WG. If you mean they fear the name then they will fear his crew then.

the WG wants to invade wano thats why they closed the borders. And theres no one strong enough in wano that can prevent that so they need another ryuma that will instill fear in the WG.

it wont be a closed policy anymore
they no longer need a "figure" to protect them from the outside world .
