Nah man I refuse to believe that Oda planned on not going anywhere with everything that he introduced. It's not one random remark, it's repeated developments surrounding Zoro
I always thought Luffy would defeat Kaido, and that he would be regarded as a savior and wanked to the moon. But that shouldn't prevent Zoro from getting shine in his own way

If he fights Sanji, he will not be cool guy but just a ridiculous guy with no hype and with the plant plant fruit. And, since Sanji defeating a ridiculous admiral would be too much, it will be a good guy like Fujitora and Sanji will just clash with him in the final war
