I gave you the reasons, man, you just don’t like them. Luffy already had a hundred million on his head when Teach was introduced (with a bounty totaling goose egg) and has been gaining notoriety since the beginning, but Blackbeard intentionally operated in the shadows and therefore isn’t “worth” as much at this point. Even after the timeskip, Blackbeard’s influence is behind the others, and he isn’t toppling regimes like Luffy, so I don’t see why it’s so hard to imagine the latter being a bigger threat than the former at the moment
