Honestly we can joke back and forth and clown as much as we want, but there's no Yonko>Admiral or Admiral>Yonko, theu are = or at best => due to Blackbeard being a wildcard and Ryokugyu/Fuji being new but even then doubt they fall under high/extreme diff
We know the navy has sought out powerful soldiers from kingdoms and even CP0 tried to buy kids that could he potential strong marine soldiers, Big mom was said to have Admiral/Fleet Admiral potrntial. Kaido was sought out the same way, the strongest argument is that, if they joined the marines they would be reaching the admiral rank.
Akainu similarly found Fuji and Ryokugyu through the global military draft and they joined, probably because their aim is also to change the system.
