I would still argue that if you were to put an Admiral and one of the (former) Emperors against each other, the Emperor would come out on top.

Disagree. Its 50/50, depends on match up and plot. Characters always compare Admirals and Yonko directly. Chinjao, Luffy and Bullet all say you have to surpass Yonko and Admiral to be at the top. If Yonko>Admiral no need to mention Admirals.
