Looks like he's keeping them both from using their abilities too. If Queen transformed he might be able to break the roots and if King used his fire he might be more impervious to the attack, but Greenbull has them pinned.

Greenbull seems very strong, but to be fair, King literally lost his wing and probably is nowhere near 100% health.
If you realize both Luffy and Zoro just woke up, there is no way King and queen are at 100% health, considering they would have taken even more damages.
