No. They are individual forced to cooperate because they joined forces with an entity stronger than them.
Like, in the examples you gave,
2 warlords became yonko after they left warlords. Law got that high bounty after too.
In a sense, they graduated.
Only Mohawk was a top tier when he was in warlords. The rest got stronger after they left, or is still weak compared to others.

The warlords are government dogs than ended up working for the marines in exchange for not being imprisoned, in the hierarchy of pirates they are the lowest of the low, cowards who couldn't make it to the top like the Emperor's but still wanna act all tough with the backing of the marines.
