Admiral fans down bad?
Its just the manga implies they ""defeated"" the admirals.
They are not investigating wether if they defeated Fuji and GB or not.
They are investigating HOW they escaped+ some failed murder plot against one Celestial Dragon.
The plot implies they "narratively defeated" the two admirals + Fujitora was covered on bandages in ch 957, so its easy to assume that at least Fuji got defeated and Ryu neutralised if they managed to escape.

The manga implies the "defeat".

There is a nonzero chance, learn the difference between likelihood and certainty. CP0, Luffy and Kaidou all thought there was a chance that non awakened Luffy would win, that is impossible to deny as manga truth. Denying it involved denying Luffy's internal monologue (when he has CoO and can detect his opponents damage level and has shown he knows when an attack is too shallow), denying Kaidou's apology and frustration, and most importantly denying the very interruption of the fight to begin with.

Bajrang gun rocketed Kaidou down to the bedrock and into the magma, after bursting against Kaidou's secret trump card dragonic avatar form, that isn't necessary to knock him out.
CP-0 was trying to avoid the chance of Luffy hitting awakening. They weren't the least bit concerned about Luffy beating Kaido. It was Luffy's awakening that they feared. Once again, if OKG would defeat Kaido, then there is literally 0 reason to have Luffy get awakened, period.

Seems to me that the point of Scabbards + Momo fighting Aramaki is to show that they are capable of defending their home against an invader.

Aside from minor tactical wins they were pretty useless in the raid so it's a way to give them a W, and to satisfy the reader that Wano is safe from the marines for now.
Yes. We'll see why Sakazuki was so fearful to send Kizaru to Wano.
