Its just the manga implies they ""defeated"" the admirals.
They are not investigating wether if they defeated Fuji and GB or not.
They are investigating HOW they escaped+ some failed murder plot against one Celestial Dragon.
The plot implies they "narratively defeated" the two admirals + Fujitora was covered on bandages in ch 957, so its easy to assume that at least Fuji got defeated and Ryu neutralised if they managed to escape.

The manga implies the "defeat".

King of Hell and Emperor of Flames only sound weird in English, imo. The Japanese version of them, En Ou and Entei respectively, sound much cooler.

Japanese versions sound better than the English versions but they're still nowhere near as cool as the older titles like Mei-O, for example.

If they even investigate how they could escape in the first place then clearly they believe it is abnormal for them to have gotten away which wouldn't happen if they had won their battle

The very fact that they investigate on how they could escape confirms the Admirals werent defeated
