Fodders intervening in a high-profile trial and made things more complicated

He thinks since the attack is “Forbidden Hate Woods” it’s Ryokugyus ultimate attack because it’s “Forbidden.”

Yeah. He says "Dont hate me for it" before starting to attack them and yes, I agree with your interpretation. Theres no way GB is using his ultimate as his first named move.
