That's powerscaling done by the author internally. I mean powerscaling to the point where you argue "Is character X stronger than character Y", and that most often turns into schizo screeching at each other about which character is stronger, only for the author to resolve their fight some other way.

I agree with that, the issue is it seems that Oda does not care anymore about the in-universe powerscalling. It seems that he wants to kill all the tension in the story and it is a bad thing imo.
