Crocodile didn't take damage from water, it made him hitable. Same for Enel, Luffy's DF gave him the ability to hit him, the damage he took was from Luffy's punches not Luffy's DF itself.

It’s the same scenario as it in this chapter (which is clearly promoting Film Red btw).

In SW a rookie haki-less Luffy defeated Shiki, a legendary rival of Roger and BB. Movies not only aren't canon, but are a mass of commercial scenes .
