His bounty also wasnt updated after WCI island I belive, so they could account for that as well, and CP0 definitely saw him as a bigger deal than a top officer, since thats what Who's who was and they were sure Jinbe would deal with him

Nobody saw Zoro do anything, his bounty raise will be solely based off his crew's success in the war.

If his bounty is somehow higher than Sanji's then the WG auto assume he's a bigger threat (without taking anything into account).
