Not necessarily. Even if the bounties came out after the formation of Cross Guild, Mihawk's gonna have a bigger influence on their bounties than Buggy because he apparently has the biggest bounty. So basically, they gave Buggy a rise because he's got Mihawk with him, not the other way around.

It's not exactly "who has the most influence".

But joining forces with Buggy's crew and Crocodile could indeed be a factor in increasing Mihawk's bounty higher than what it would be if it was prior to their formation.
For instance, solo he could get a 3B, but since he isn't alone anymore, he becomes a bigger threat and gets something higher than 3 sweet commanders+perospero combined.

Mihawk holds that bounty because of how powerful he is + his title of WSS.
If you want to argue about the "cross guild" then how come a so-called commander of Buggy (presumed Yonko) gets that insane bounty while King, Kata, and other commanders have bounties that don't exceed 1.5 billion?
