Zoro and Sanji bounties are above katas but still below 1.1 billion
Bad Scenario:
Zoro and Sanji bounties are 1 billion even and share a bounty poster that replaces their epithets with “Straw Hat Luffys Wings”
Worst Scenario:
Zoro and Sanji bounties are both below a billion because reasons?

Powerlevel-wise, definitely that's the case. Mihawk IS the biggest threat.
But remember that thing about gathering allies and that being the most dangerous power in the world? Something Mihawk himself said.
Well...even if it's through sheer luck, Buggy seems to be someone with just that kind of "power".
So Buggy being a de facto greater threat than Mihawk, albeit through flukes, is not out of question.
Buggy IS Oda's favorite character, after all.
