it is just dumb decision on odas side, he wanted to badly bring mihawk into the flow of the story and did not want to slander mihawk, in the process he broke a rule he created

Oda has broken plenty of his rules before. Besides, Buggy's notoriety is a gag. Most of the world believe he is stronger than he actually is.
