unfortunately after Luffy's underwhelming bounty it was sort of given that also Zoro's bounty would have been low, so we all had a couple of months to digest the fact and prepare mentally
On the other hand Sanji's bounty being lower than Jinbe must have been quite a shock I guess

Jinbei's bounty has everything to do with clout
He is at his prime, he has gone through much more stuff than Zoro and Sanji as a pirate
Zoro and Sanji's bounties is basically all about their individual strength and strength related accomplishments, even tho the WG is understimating them because thats the first time they got such a highlight post timeskip
Zoro was still already a Supernova, which might give him the edge on portrayal. Meanwhile, they removed Sanji's "Vinsmoke" name out of his bounty for some reason i can't tell, perhaps they realized Sanji looks nothing like Germa, he doesn't use a suit to fight, and is much more stronger than his whole family put together, and that might've affected his bounty by a little.
