One of the recent threads brought something amazing to my attention. As far as threat level/bounty goes Luffy was one of the least impressive persons at MF, and yet Akainu was hell bent on killing Luffy because he was Dragon's son. From what we know the Revos are mainly opposed to the CDs and not the overall WG and Marine system (except removing the evilness). But Akainu showed the same level of hate for pirates.

The real question though is that why did Akainu allow Weevil of all people to be invited and inducted as a Warlord. The guy is WB's son, the same WB who had a deathmatch with Akainu at MF. So why does Akainu not have the same level of hate for Weevil as he has for Luffy. What did Dragon actually do to make Akainu hate him so much? And it is not like they don't recognize Weevil's relationship with WB because IIRC Kizaru actually said something about bloodlines when Weevil was being introduced.

Also remember that the WG, and especially Akainu, strongly believe in "blood sin" so to speak : the crimes of the father are passed to the son, etc. There is a strong undercurrent of "special lineages produce strong fighters" in One Piece : Luffy is the grand-son of a super strong Marine VA, Zoro is probably partially a Shimotsuki and hence an heir of Ryuma, Sanji comes from a line of warrior-kings, etc.

Therefore, Akainu assumed that with his lineage Luffy would become a terrible danger in the future for the WG and wanted to destroy him at Marineford, like he slaughtered all the inhabitants of Ohara just to be sure all archeologists from that island would die.

The whole warlord system was probably the WG's doing, i doubt the marines created or managed it, they just had to go along with it.

Akainu is a dog from the Governament, he dont have the final say on who become or not a Warlord, that's a WG decission.

Also, Dragon is the representation of everything Akainu cant be, thats why the hate. While Dragon raise oposition to the WG, Akainu just follow orders and isnt able to act outside what his Celestials masters order him.

He is angry because Dragon is someome that is a threat to everything he has build up his life over, someome that can break the dogma he believes.

The Marines are a completely different ramification of the Government, they have no actual authority over the Warlords; Kuma made it pretty clear when Kizaru tried to order him around. Whether Akainu wanted Weevil or not (he wouldn't, but because he wouldn't want the Government to hire pirates to begin with) he had no power in this matter.

This is clearly wrong, we see that Fujitora can remove someone from the Shichibukai as he pleases as he did to Law and Smoker/Tashigi did a similar thing to Crocodile in Alabasta.

One thing is having the authority to remove as an agent of law after they've committed a crime beyond their agreement, another one is having the power to choose who becomes one; that's a Gorosei responsability. Again, Kuma pretty much said "go fuck yourself" to Kizaru since he didn't answer to him so he had no obligation to follow his orders; The Marines authority over them is small, therefore, and just in terms of hierarchy the whole Shichibukai system wasn't under Sakazuki:

The fact is that Fujitora didn't have to consult anyone, he didn't need permission from the Gorosei or Kong to do it, it was entirely up to him, so the statement that they have no authority or say over the Shichibukai is factually wrong, and the manga > some databook.

As for Kuma, we don't know the specifics, for all we know he could be expressly under Vegapunks "jurisdiction" and therefore nobody else can tell him to do anything or remove his status, or Kizaru just simply doesn't give a fuck because of his laid back attitude.

All I can say for now is this:

Akainu, Dragon, Kuma, Fujitora, Bonney, Rocks Pirates and few others all share a certain Flashback

Something happened in Kuma's Kingdom that will be a Huge Reveal in the future
