According to lore she got a bounty of 80m in her first ''raid'' and was asked to be a warlord just after that.
Basically they didn't even wait her prove herself before asking, unlike every other warlord besides Teach.
So her bounty is low because the marines didn't dare to wait for it to be higher.

I guess that's a fair point, but it's weird her bounty wasn't raised higher than what we have now even if it was frozen if that's the case
