Simply look at how much the World Government struggled in tracking down somebody like Doflamingo, and he was always able to run away. SSG are gonna be traveling on ships.. so yea. Not to mention many other pirates who aren't even top tiers that the marines can't capture due to them always escaping.

But this should start to limit piracy, which is the entire point for them.
