In the compatibility of Goton (Five Elements) fire is weak to water, but Kakashi's Water Mist has the power to overturn that disadvantage and shows it against the 水鈷 [It's supposed to be a jewel, I am not sure how to translate it well]. The source of power of 水鈷 is the Rikudou Sennin's chakra.
He can use it like Raijuu Tsuiga as well, where the Katon emanates from his palm of his hand at flash speed, and manipulates its shape as well
