Personally I'd find it puerile since it's quite obvious to me Oda is just, well, writing; and such hyperbolic statements are common in any literary piece of work. If anything, I could see modern Oda actually retconning that line into a real power related to Im, Zunesha or whatever, but as when it was writen 100% sure it wasn't literal.
