no main villain on this arc, Vegapunk is not going to evil scientist bad guy like others.

The Seraphim are capable of growth, I'm guessing. So, the reason they look like kids now, is... because they are. Seraphim Boa and Mihawk will be even more deadly as adults, if that's the case.
