She could be but we have no reason to believe she is immune to it. She doesn't even have an element-based body like Monet for us to assume she's immune. We can safely assume she has a level of resistance to cold akin to her father though. Even if she's immune to ice, that's not gonna stop Kuzan from matching or countering her Haki-based attacks with his elemental attacks while using his own Haki-based attacks to inflict damage.

The manga deliberately takes liberties with certain inconvenient real-life physics rules for the sake of drama or balance, Most Logia Devil Fruits would have been way overpowered and/or impractical if the manga followed the laws of physics faithfully. Akainu's magma powers, for instance, would have made him unapproachable because his magma would have vaporized everything without even needing to make contact. For the same kind of reason, Luffy is completely immune to electricity. Enel would have won way too easily otherwise. same reason it makes Yamato Cold resistant. normal should have got frostbitten from that. just from the ice covering for defense.
