Isn't there a spin off Sasuke manga where he can't put some scrub under genjutsu because he has a glass eye? And this is a Sasuke with rikodou handouts.
That's what I'm trying to say. Orochimaru ~ Jiraya is pretty much a fact. Maybe Jiraya gets the edge due to sennin modo but that doesn't change the fact that Itachi is playing in a tier Kisame isn't on and he damn sure knows that
There's no way Kisame is even coming close of winning. I'll go as far as to say Kisame may push it to high diff, there's nothing going for him that makes me say he can go even further.
Not really, there are others who're below the godly characters but are still overwhelmingly stronger than the rest like Itachi, Minato, Tobirama, etc. Even guys like 3rd Raikage, 2nd Mizukage, 2nd Tsuchigake are exceptionally stronger than your average kage or top-tier characters.
Chakra becomes a concern for them. Better and complex the ninjutsu harder it is to maintain a fight for elongated period. From God tiers I meant ridiculous chakra at disposal.
