If Oda portrayed Lucci as some Luffy "needs" G5 to defeat, then he's stronger than them because Law and Kid never received that kind of portrayal. Luffy using G5 for Lucci and him needing it are two different things. Luffy can fight Kaido, of all things, in base. You haven't been paying attention if you think Luffy "needed" G5 for Lucci.
