Roger with the beloved Ace, a pure swordsman wouldn't do what a swordsman should do and make a black blade.
But an Admiral, who barely even uses his Sword in a fight and is forest Logia would randomly go to the route that Sword God, Oden, WSS and Zoro are.

I am not trying this to necessarily insult Green Bull but instead pointing out something that goes hand in hand with Green Bulls "Hard Boiled" Personality. He seems like someone who doesn't mind taking short cuts, like attacking injured people

But Oda did present us with the notion that taking short cuts is one of the defining traits of Green Bull's personality, which is ironic because the guy he idolizes wouldn't do such a thing, he would object it like he objected when Sengoku wanted to stab Whitebeard.
Well the trait of taking short cuts, attacking injured and things of such sort goes against the representations of other confirmed Permanent Black Blade makers in One Piece. Well there is only two of them, thus conveying the prestige and rarity of the feat
Dracule Mihawk, the current Strongest Swordsman in the World, man who sits at the top of combat strength is essentially suffering from success and eternally disappointed that his formal rival who could give him thrill of the battle has lost an arm and isn't a fair challenge any more.
He desperately wants Zoro to reach the peak of combat strength and finally challenge him, something Shanks was once capable of doing.
It is bit of a contradiction that Green Bull never was on Mihawk's radar, no one considered Green Bull a candidate for the title of strongest swordsman despite making Black Blade.
The other man is a literal God, known from protecting his country against the entire World. The nobles who rule the world and their armies, every pirate who invade it. It in itself presents an irony, the Celestial Dragons who Green Bull sucks up to, praises got their asses handed to him by Ryuma.
Fighting Spirit here seems to be one of the foundational characteristics of a Black Blade maker, those who strive to defeat their opponents no matte who the opponent is and do so fairly. That is very poetic since Armament Haki is categorically characterized with Fighting Spirit and Armament Haki seems to be core property of making a black blade as well. Perhaps the idea of personality does play a factor here, but again isn't every Haki essentially associated with one trait of personality or another? I mean a conqueror needs to born with the spirit and desire to conqueror something right?? Naturally being focused and calculated is also a trait of personality and characteristic of Observation Haki and to the next level Future Sight.
This presents us with another dilemma, the natural masters of Armament Haki, like Silvers Rayleigh, man who has mastered all three types of Armament Hakis, described Armament Haki to not just the main character but essentially to the audience as well. He is the Haki teacher of the main character of the story, so the main Haki teacher of the story right?? That's funny because Mihawk is Haki teacher of the main Armament Haki specialist of the story
Well with Rayleigh comes an arguably even bigger Haki master in Rayleigh's captain, Gol D Roger the King of Pirates himself and even he didn't make a black blade.
I will put it bluntly, the "Advanced" version of Conqueror's Haki is also nothing without the mastery of Armament Haki, the flow of Haki, Ryou because it seems like combination of Conqueror's and Advanced Haki, the flow of Conqueror's Haki. The stronger Conqueror's Haki coater would be stronger Armament Haki coater. Unless CoC And CoA are like two different streams which again doesn't make much sense as in both the body part or the weapon from which the respective Hakies are emitted turn to Black Color, the color of Armament Haki.
So in this case Conqueror' Haki is also likely a requirement for Black Blade. Green Bull for all intents and purposes doesn't represent a conqueror.
So it is going against major troupes in the story for Green Bull to make a Black Blade. It challenges the consistency of the story, but what doesn't challenge is, this guy making the Black Blade
Fits the personality of fighting spirit, standing up to Celestial Dragons, represented among Haki masters who can Hurt Kaido, and someone who can easily have stronger Haki than Roger and Rayleigh.
And it goes hand in hand with Green Bull's personality of taking short cuts to have taken Rocks already created Black Blade after Rocks Death. I mean it doesn't hurt right??
Or I mean it could just be a random Green Colored sword and would be shown in colored scan
Or maybe and miraculously Green Bull did indeed forge the Black Blade on its own efforts against every aspect of the story. The said Black Blade goes unnoticed by Strogest Swordsman in the world, by Red Scabbards from the country specializing in Ryou, from Zoro himself who can sense random Blades from huge distancs. And perhaps Green Bull a guy whose combat mostly revolves around devil fruit use and plants has stronger Haki than Red Hair Shanks, Silvers Rayleigh,and Gol D Roger....Just maybe..I mean who knows?? Right?
Or Maybe also Black Blade does not mean shit. Zoro who has Neg diffed the most durable commander and permanently scar most durable character and scare the second most durable character out of her is still trying to make a Black Blade. Kozuki Oden who scarred the said most durable character even deeper, the character Green Bull did not want any smoke with mind you, and scarred him mentally as well did not forge a Black Blade either. And specically comment about Oden not being good enough to make Black Blade was made by Oden's own father and the one who did make a Black Blade is worshipped as a God in Oden's own country. Perhaps that Black Blade doesn't mean shit. I mean that's also possible..Or I guess Green Bull without even using his Devil Fruit can Scar Kaido even deeper than Zoro and Oden.

I think yes. Ryo having Black Blade doesn't make sense and if it's not a Black Blade but some hardened root on the panel then it's better.
