Well let me bring you back to some worldbuilding and development elements:
- Chopper a very tragic character whose nose is blue which makes him an outcast as an animal, becomes a human because of his fruit, while being outcasted, this fruit permits him to shine, to become a better version of himself, it permits him to become a real outcast, a monster that will be here for his friends.
- Crocodile, a sadistic character whose wish is to control the country of Alabasta to find a ancient weapon become because of his fruit the personnification of what we call a dry man. A villain so entitled of himself that he takes control of the weather ofan entire country
- Sabo, a revolutionnary who was unable to help his dead brother whose who he had forgotten is being blessed with the heritage of his brother and his firery will the fire fruit.
- Blackbeard, the most chaotic character in One Piece whose purpose is to make the world tremble is brought upon the most chaotic fruit that exist in that world.
- Brook a character who is watching his friends die while registering the last goodbye for a farewell friend, know that he will have another chances at life to deliver the final message because of his fruits.
- Aokiji who is just the laziest guy in the world just happens to have the perfect fruit to travel the seas.
- Doffy, who is a sociopath manipulator is blessed with the string fruit who will make him able to manipulate people like puppets.
- And finally, Luffy who wants to be the freest man in the world is blessed with the Nika Nika no mi. A fruit that fits PERFECTLY his mindset about freedom. Luffy is in fact basing is attacks on what he loves!
So.. No, Oda never said that devil fruits were the manifestation of desires and he never shown those devil fruits appearing in existence because of that. But what he did show is the relationship between the deepest desires and personnalities and dream with the nature of devil fruits.
The relationship between desire and devil fruit was there ALL ALONG.
In fact you could even add something to the theory. Devil fruits are not only born from desires, they are ATTRACTED by desires.
You could add to that the concept of something like the force manipulating the paradigm of reality to fit the narrative but the fact is here:
Theorizing the relationship between desires and devil fruit is GOOD worldbuilding in the context of One Piece
