That still goes back to my previous comment, "there has been no prior development of the 1000+ chapters of One Piece where weird devil fruits power are from desires". I have yet to see a single example of the relationship between desires and devil fruit. Also, people can't keep using the "we don't have all the info yet" excuse anymore. That excuse doesn't work anymore. Right now, the theory given by Vegapunk makes no sense hence why it is bad writing and the burden is on Oda to make it make sense but until then it is bad writing.

World building and characters are peak. But Oda's wasting it away by not making use of it making One Piece unfortunately pretty mid. We fans are the only thing that makes talking about it fun.
Kingdom is literally the serious and well written Seinen form of One Piece. If Oda was only a bit like Hara, One Piece would be a masterpiece. Now Kingdom is clear by miles.

Well let me bring you back to some worldbuilding and development elements:
- Chopper a very tragic character whose nose is blue which makes him an outcast as an animal, becomes a human because of his fruit, while being outcasted, this fruit permits him to shine, to become a better version of himself, it permits him to become a real outcast, a monster that will be here for his friends.
- Crocodile, a sadistic character whose wish is to control the country of Alabasta to find a ancient weapon become because of his fruit the personnification of what we call a dry man. A villain so entitled of himself that he takes control of the weather ofan entire country
- Sabo, a revolutionnary who was unable to help his dead brother whose who he had forgotten is being blessed with the heritage of his brother and his firery will the fire fruit.
- Blackbeard, the most chaotic character in One Piece whose purpose is to make the world tremble is brought upon the most chaotic fruit that exist in that world.
- Brook a character who is watching his friends die while registering the last goodbye for a farewell friend, know that he will have another chances at life to deliver the final message because of his fruits.
- Aokiji who is just the laziest guy in the world just happens to have the perfect fruit to travel the seas.
- Doffy, who is a sociopath manipulator is blessed with the string fruit who will make him able to manipulate people like puppets.
- And finally, Luffy who wants to be the freest man in the world is blessed with the Nika Nika no mi. A fruit that fits PERFECTLY his mindset about freedom. Luffy is in fact basing is attacks on what he loves!
So.. No, Oda never said that devil fruits were the manifestation of desires and he never shown those devil fruits appearing in existence because of that. But what he did show is the relationship between the deepest desires and personnalities and dream with the nature of devil fruits.
The relationship between desire and devil fruit was there ALL ALONG.
In fact you could even add something to the theory. Devil fruits are not only born from desires, they are ATTRACTED by desires.
You could add to that the concept of something like the force manipulating the paradigm of reality to fit the narrative but the fact is here:

Back when SBR started they actually didn't have Part 6 in scanlations yet. I wanted to wait for the official English so I haven't read much after 5 in total. But from those alone... if you don't think Araki did good world building then despite all the shit you'd claim to like I don't see how you can call yourself a fan.
