Not even sure wat ur arguing anymore. We went from the gag argument around chopper lvl opponents. After debunking it, we got To Law not knowing about DF negation, despite it literally being told to him, an a plot point in his major battles.
Now u seem to be arguing vergo(potentially since it’s not shown, nor is it exactly known when this could’ve occurred) being able to negate hax. implies it’s not a top tier feat.
If Top Tier Haki is the generic requirement to negate any and all DF hax entirely, you would think someone experienced as Doflamingo/Vergo would know that Vergo doesn't stand a chance at all.
Yet they thought they could get away with it until it was shown to be false.
I'm saying that they were wrong about Law's hax alone, & Vergo could have easily dealt with other df/users' hax.
There’s clearly a threshold otherwise there be no point specifically reference his 3billion berry. For something high tier could do also.

He expects nothing less from a Pirate worth 3 Billion.
It's basic expectation that such type of tricks or gimmicks can't stop such pirates & it's the floor not the ceiling.
Doc Q is basically saying that it's no surprise a pirate of Law's calibre is able to tackle it, it's expected from pirates like them.
