Fuji was also massively restraining himself in Dressrosa, just sheer association with Ryokugyu neg diffing the characters he has should prove that (along with Aokiji negging Jozu and such), even a half serious Fujitora should’ve obliterated Luffy and Zoro at Dressrosa.

But the point of Fuji’s character is that he is a Tiger stalking in the bushes, not a raging bull like Ryokugyu who doesn’t pull his punches so to speak.

Like I said Ryokugyu has top tier CoA on top of pretty nasty root Hax so offensively he is top tier, but Fuji’s gravity and meteors and shit with no Haki involve massively outclass tree roots.

fujitora's observation haki is so good that he can sense and feel and hear every individual person in a crowd of thousands, pick out who specific people are, individually sense and move hundreds of thousands of individual items at a time while leaving specific things out, so you know its not just a generic AOE, like when he moved the dressrosa rubble, and most importantly his range is so long he can sense into fucking space and grab meteors from like miles and miles away.

if he's the observation haki admiral then, and ryokugyu is the armament haki master, think about the kind of stuff hes going to show.

There's no such thing as secret top tiers. People in this series can sense power levels, yet somehow nobody knows Gorosei are "top tiers'?

Why they need constant protection then?

The Admirals are just the face of their military strength. Besides one of the Gorosei wields one of the 12 supreme blades, that alone marks him as top tier.
