Yes. Because as I've been saying for fucking ages the fight with the Navy and the Gorosei/IM will happen in the same arc but at different times.

The entire alliance has to defeat the Navy first at the HQ, there we get the Admiral fights. The Rev army lead by Dragon are the Scabbards of the final arc, they go to the Holy land and get bodied.
