Also, Kizaru being chosen makes sense without need of powerlevel, it's more of a character matter:
- Issho is to rebellious to directly bodyguard a Gorosei
- Aramaki is to reckless for the same job
- Borsalino, on the other hand, seems to be always around Mary Geoise. Plus, he passed more years in the service and has some relation with Vegapunk.
