Sanji went faster by carrying Chiffon earlier that day. Obviously Sanji can't be doing that when multiple people are shooting at him from different angles and doesn't have a RS to shield him from bullets. That speed of Niji's didn't really come into play the minute the fodders got access to candy bullets either XD
