Doflamingo never did, kaido never did, moria never did, Arlong never did(nami forgave fishman, but that doesnt redeem himself at ALL), crocodile also never did (he helped luffy keeping his own interest of escaping prison in mind, not out of the goodness inside his heart), big mom never did, caesar never did, morgan axé never did, Guy who invaded usopp's Village never did, orochi never did, enel never did...

Dofla's family was kicked out of Mariejois and discriminated against.
Kaido wanted to become Joy Boy and bring the Dawn. Also he was sold by his kingdom, much like a slave.
Arlong is a piece of shit, but he was molded by that same antifishmen racism that Tiger Fisher fought against.
Croco helped Luffy with Ace, sided with the good guys at Marineford, is now siding with the good guys against the Gov, and will most likely play a decisive role in the end war. Whilst not yet redeemed, he's an antihero, no longer a villain.
Big Mom has mental problems. We still don't know if and/or how Carmel affected her. Linlin in her baseform is just a child; neither good nor evil.
Caesar has never been redeemed because Oda doesnt seem to see a problem with him. The story never went back to the bad things he did to those kids in Punk Hazard. He's switched sides with no repercussions. He's one of the post-timeskip characters I dislike the most, on par with Caribou, but Oda has a soft spot for him.
Morgan Axe wasn't redeemed. Hence why I said "most of OP villains" as opposed to "all".
Ditto for Kuro and Orochi (though Orochi was just a puppet and a poor metaphor for the problems inherent to Wano's culture which are yet, imo, to resurface in the future).
