General & Others Be Honest: When should Oda have stopped adding Strawhats?

I don't see a problem with having 12 or 13 SH, the problem is that it's too late to add new people. I give Jinbe as an example, the crew arrived in Wano without him, his role has no prestige, they sailed the most difficult seas without him. I think Oda should have included all of them right down to the time skip and then with training and joining the roles of all of them should have conquered the new world.
Luffy is MC
Zoro was Great Addition
Cook, Doctor & Navigator were Necessary
Since Story have Strong Focus on History than Robin was also Necessary
Brook is also another Great Addition (You will soon understand how Massive is his Role)
Elbaf also seem to be Most Important Island EOS so Usopp joining makes sense
And finally we have Jinbe who is cool & Racism is also one of Major Themes of Story
So overall, i think these Ten SHs are enough so glad he didn't Stop
But should he add? Not really, there is no Role or Specific Mystery that requires a New SH

Honestly, the last one should have been before the time skip, regardless of what the total number ended up being.
Longevity with the audience and crew is what generates the best bonds imo.
You can technically say Brook to answer your question, but Jimbe was introduced before the time skip and vital to Luffy’s development as a Captain, so I personally count him even if it wasn’t till Wano he officially joined.

In my opinion Robin should be the last Straw Hat. Franky is nice but he hardly has any relevant or meaningful moments. His function as a carpenter is even essential, but it is something that is not even developed anymore. Jinbe is simply uninteresting and has already lost a lot of importance , in the current arc he could have received some clash, but he only appears running.
