Headcanon prediction:
Lucci and Kaku reveal the super secret sad backstory of how they became CP0 after being rogue. Kizaru hunted them and killed the entire squad in a long battle. The only ones surviving it were Lucci and Kaku who both awakened their fruits in order to survive the shit load of beating they all took.
Kizaru offered them a trade. Become CP0 slaves and live or refuse and die. Since blackbeard started one CP0 agent after another during the timeskip, the WG needed new recruits.
In the next chapters they will tell this super sad story explaining they actually have changed but just can escape the evil WG - and puff, they're magically rehabilitated, all sins forgiven, by the mighty sun god, wuffy

Gorosei are still likely to be top tiers considering they were always this old when Vegapunk, Garp, Sengoku etc were in their younger days, they are the same as they are now.
So something is up with their age. Can't be Bonney either as her df isn't long term ans if anything she would age them as younger not old looking guys.
I have doubts they are 800 years old too since they didn't exactly know the reason why the WG tried to hide the Nika devil fruit from the world or whatever, someone that old would know it.
Unless they got eternal youth surgery somewhere after the void century manipulating different users like how Doffy planned to do that with Corazon or Law
