You called the guy who carried Konoha through 3 major wars useless. Konoha prospered and was strong under Hiruzen, who incidentally led Konoha for 70% of its existence. He did more for the village than Tobirama could dream of.

Orochimaru outright says Tobirama is the one who started this whole mess. He pushed the Uchiha into a bad position and 50 years later they decided to rebel. Hiruzen was holding it together for as long as possible.
